Section 17 of the Health and Social Care Services and Social Security Adjudications Act 1983 (HASSASSA Act 1983) gives the Council the power to charge adults for non-residential services they receive. The Secretary of State has issued guidance on how the Council should charge for non-residential services which is entitled “Fairer Charging Policies for Home Care and other non-residential Social Services”. This Policy reflects the guidance issued.

This policy covers non-residential services for older people; adults with learning disabilities; adults with physical disabilities and sensory impairments; and mental health Service Users.
