Household Waste Sites (HWS) are provided in Herefordshire and Worcestershire for the residents of the two counties to recycle and dispose of their waste. From 30th April 2007 all residents who bring waste to the HWS in either a commercial type vehicle or vehicle towing a braked trailer, or non-braked trailer over 1.3m load length (excluding draw bar) will require a permit issued by Worcestershire County Council.
Worcestershire HUBS and Info in Herefordshire are closed on Bank Holidays. You will be UNABLE to get an emergency permit when these centres are closed. Please ensure you appy for any permits you might need in good time.
Commercial Vehicle and Trailer (CVT) permits, which are FREE, are only available to residents of Herefordshire and Worcestershire who wish to dispose of their HOUSEHOLD waste. Each permit entitles the applicant to one site visit using a commercial type vehicle or trailer as defined below, (see ‘Who needs a permit?’). All permits will be checked and collected by the Recycling Assistant. They will also undertake a visual check to satisfy themselves that the waste is not from a commercial operation, and if the Recycling Assistant thinks it may be commercial waste you will be refused permission to use the site and further enquiries will be made.

Renew Your Permit Application Online
To renew your CVT Permit you will need your Individual Application ID Number. This can be found on the top right hand corner of your permit.

The introduction of a permit scheme will lead to an improvement in the service for legitimate users of the HWS. The permits are intended to help prevent the non-legitimate use of the HWS for the disposal of commercial waste. The sites cannot accept any commercial waste, or any waste carried for commercial gain. Anyone who disposes or recycles this type of waste at the sites is breaking the law and can be liable on summary conviction to a maximum fine of £50,000 and/or 12 months in prison (or to 5 years’ imprisonment and/or an unlimited fine on conviction on indictment) for illegal disposal of waste (Environmental Protection Act 1990, section 33).
Commercial Vehicle and Trailer (CVT) permits are required by owners or drivers of the following types of vehicles;

Any panel van (car derived or other) of any size.
Any pick-up (including single cab, maxi cab and double cab) with or without an enclosed rear top
Any sign written vehicle (excluding hire cars, courtesy cars and taxis).
Any vehicle towing a braked trailer, horsebox or non-braked trailer over 1.3m load length (excluding draw bar)
Any panel van (car derived or other) which is not fully glazed.
Camper vans and motor homes are exempt from the permit scheme.

If you are using a commercial vehicle (as defined above) to tow a trailer (as defined above) you will only need a permit for the commercial vehicle. For more information on vehicle definitions, please see our separate information leaflet available from the places listed below.
Commercial Vehicle and Trailer (CVT) permits are not issued at the Household Waste Site. You will need to apply in advance of your visit. If you are a resident of Herefordshire or Worcestershire then you can apply to Worcestershire County Council for Commercial Vehicle & Trailer permits. You need to complete the application form (CVTP-AF-01) and send it to Worcestershire County Council at the address detailed on the application form.

In order to obtain a single permit for immediate use you will be required to complete an application form and produce the required supporting evidence.

You will still need to get a permit before you can use the Household Waste Site.
You will still need to get a permit before you can use the Household Waste Site. Within the application form (CVTP-AF-01) you will need to complete the section about the owner of the vehicle. You will still need to provide the supporting evidence in the form of a letter authorising your use of the vehicle.
You will need to fill out another application form and send it to Worcestershire County Council for additional permits. To speed up the processing of your application please use your individual Applicant ID number when re-applying for new permits. Your individual Applicant ID number appears on each permit, and is also shown on the address label that arrives with each sheet of permits.
If you change your vehicle, you will need to send a COPY of your new V5 with your application, or take your new V5 to a hub / info centre where they will validate your permit application.
Permits will normally be issued in batches up to a maximum of 8 if you own your commercial vehicle or trailer (as defined opposite). One individual permit will be issued for hired or borrowed commercial vehicles or trailers (as defined opposite). There is no expiry date for issued permits.
Upon arrival to the HWS you will need to hand your permit to the Recycling Assistant, who will check the details on the permit and visually inspect your waste. A permit does not entitle you to deposit commercial waste, and if the Recycling Assistant thinks it may be commercial waste you will be refused permission to use the site and further enquiries will be made.
All Commercial Vehicle & Trailer (CVT) Permits are only valid for the vehicle or trailer described, and for the named driver, resident at the specified address. Permits are non-transferable.
