The Childcare Sufficiency Research Officer will be responsible for leading on Worcestershire's Childcare Sufficiency Assessment ensuring that it meets the requirements of Section 11 in the Childcare Act 2006, enabling the local authority to identify gaps and establish plans to meet the needs of all families. This post will involve on-going consultation and working with a range of key partners who have an involvement and interest in the Childcare Sufficiency Assessment, including parents, early years and childcare providers, schools, Children's Centres, Job Centre Plus, local employers and officers across the Children's Services Directorate.

In line with the Government agenda in 'Putting People First' and 'Transforming Social Care', Worcestershire is embarking on a programme of fundamental system-wide change to the way social care services are provided in the county. The change will place people at the centre of everything we do, with a focus on preventative approaches, enablement and early intervention. Increasingly people will shape their own menu of support based on personal budgets, following outcome based assessments.
A key element in successfully achieving the change will be ensuring that we successfully specify and procure the core services we need, with an emphasis on developing creative and innovative outcome focussed approaches.
Following the promotion of the current postholder, our Strategic Commissioning Team has a vacancy for a Contracts Officer to help with this challenging agenda. The person appointed will have responsibility for contracting and procurement arrangements for a wide range of community based services including home care, community meals and extra care. Key parts of the role will include developing service specifications, tendering for new services, drafting new contracts and monitoring contracted services. The role will involve working closely with senior purchasing and operational staff in the Council as well as with care providers in the private and voluntary and community sectors.
You will need to have a sound understanding of the current adult social care agenda and should have experience of commissioning, contracting or procurement work. You will also have a clear vision of how contracting, commissioning and procurement can contribute to the major changes we face. It is essential that you have high quality verbal and wriitten communication skills and a flexible, innovative approach. This is a fixed term post of 2 years duration. Secondments from existing WCC staff will be considered, but you must have prior approval from your line manager.

·Managing the delivery of vocational qualifications within Adult and Community Services in partnership with Adult and Children's services.
·Managing a team of internal verifier coordinators, internal verifiers and peripatetic NVQ assessors· -Contributing to meeting national training targets, the objectives of the Learning and Development plan and workforce plan through developing, delivering and evaluating learning programmes.
·Taking a lead role in maintaining accredited status with the awarding body. In this role you will be providing leadership and line management to NVQ team according to relevant policies and procedures.
You will work with management to identify learning needs that facilitate Service and Organisational objectives, which are consistent with national and local priorities. It will be key to the success of this role that you can effectively manage budgets and resources, including the identification, securing and management of potential funding from a range of external sources. You will contribute to the effectiveness of specific learning and development interventions in conjunction with relevant statutory and non-statutory bodies to achieve government targets. Another key accountability will be evaluating the effectiveness of specific learning and development interventions against the needs of the learning and development strategy and service provision and to report and make recommendations based on that evaluation. You must possess D32/33 or A1, D34 or V1 and have knowledge of awarding body requirements and NVQ codes of Practice, together with NVQ QA systems, National Training Targets, Care awards. You will also need knowledge of verification and assessment processes and experience in collaborative and partnership working and experience in design, delivery and evaluation of training and development activities. It is also essential that the successful candidate is able to demonstrate effective leadership, communication and problem solving competencies, together with highly effective analytical, negotiation and supervisory skills. The selection process will involve a formal interview and a group discussion based on "E-portfolio - it's current and future capabilities".

Due to new investment we have an exciting opportunity for a qualified social worker (level 2 or 3) within our existing, established Community Mental Health Team for older adults. The team consists of over 30 staff including Social Workers, Occupational Therapists, Community Mental Health Nurses, Admin, Consultants, Junior and Senior Trainee Doctors, a Day Services Team and other allied professionals. All are supported by the Team Leader and a robust management team. You will need to have experience in a community setting; applications are welcome from both experienced and newly qualified workers. You must have a commitment to multi-disciplinary work within a service for older adults who have mental health issues within the community and must be registered with the GSCC. You will need excellent assessment and care planning skills including the ability to create care packages as well as good inter-personal skills. You will need good IT skills and have the ability to prioritise in this busy but rewarding environment.
