Certain matters cannot by law be dealt with by the Cabinet. Apart from those reserved to the full Council, these are in the main planning, licensing and regulatory functions.
The Planning and Regulatory Committee will carry out the planning, Public Rights of Way and other licensing, registration and regulatory functions which cannot be the responsibility of the Cabinet.
(a) To determine planning applications which are the responsibility of the Council.
(b) To determine applications for the Council's own development.
(c) To carry out all of the functions relating to town and country planning and development control as set out in Schedule 1 to the Local Authority's (Functions and Responsibilities) (England) Regulations 2000 (the Functions Regulations).
(d) To exercise the Council's functions relating to public rights of way as set out in Schedule 1 to the Functions Regulations (as amended).
(e) To carry out any other licensing and registration or regulatory functions not assigned to any other body, including any which are not to be executive functions as defined in the Local Government Act 2000 and regulations made thereunder.
All members of the Council are eligible to serve on the Committee, except that the Council has decided that the Chairman and Vice-Chairman of the Council cannot chair the Committee.
No Councillor may serve on the Committee unless and until they have received suitable training.

Any member of the public may make representations about planning applications in response to a public notice, neighbour notification or District Council's weekly planning applications list.
The Committee will always consider relevant written comments. These are summarised in the Committee report on the application and are made available in full to members to read before and at the meeting.
As an additional opportunity for representation the County Council has put in place arrangements which usually allow one speaker each on behalf of objectors, the applicant and supporters of applications to address the Committee. This opportunity should not be seen as the primary means of stating respective cases.
Those making written representations are invited to indicate in their letter whether they would wish to address the Committee if given the opportunity.
Organisations who are consulted as a matter of course, e.g. the Environment Agency, District or Parish Council, are not allowed to address the Committee.
Planning Officers are available in the meeting room for up to 30 minutes prior to the start of the meeting to enable Councillors and the public to ask questions about the applications to be considered. This is not a part of the meeting itself but is an informal opportunity for anyone present on the day to clarify factual details about the applications, examine background documents and view plans that are on display
