Duty of Care - Controlled Waste Transfer Note

What does it mean?

Waste producers are solely responsible for the care of their waste while they hold it. When you have waste you have a duty to stop it escaping, to store it safely and securely. Commercial waste must be collected by a licensed waste carrier.

Wychavon District Council is acting as the broker between yourselves (the producer of the waste) and FOCSA Services (UK) Ltd (the carrier of the waste). When waste changes hands, a transfer note must be completed and signed by both parties and a written description of the waste handed over.

The Council is obliged under the Duty of Care to collect and transport waste from the collection site to a disposal site safely and securely.

Section A – Description of the Waste

1. You must provide a written description of the waste. This must include the European Waste Classification This is a link to a PDF file. (90.87 KB) (EWC) 6 digit code. Most waste will fall within the codes listed overleaf. If you are unable to identify your waste type please contact us for advice.

Please note we are unable to take the following:

  • Sharps
  • Corrosive substances
  • Clinical waste
  • Solvents
  • Oil waste
  • Builders rubble
  • Acids
  • Liquid waste
  • Uncooked meat/offal

2. Tick the relevant box to show how your waste is contained.

3. Enter the number of each size container emptied each week. If you are unsure of the size of the bin refer to your last invoice or contact Client Services on the number below.

4. Enter the frequency in which your commercial collection is made (e.g. weekly, twice weekly, seasonally – if seasonally please state from and to dates).

Section B – Current Holder of the Waste

1. Full name: The name of the person completing the form on behalf of your organisation.

2. Company Name and Address, Full Name of Company and Full Address from where refuse is collected.

The person completing the form should sign in this section.

Section C – Person Collecting the Waste

This has already been completed by FOCSA Services (UK) Ltd who are authorised by the Council to collect your refuse.

Section D – Transfer

For a property having a regular collection of the same type of waste, this transfer note will cover collections for one year from 1st April 2007 to 31st March 2008.

If the type of waste alters in any way a new transfer note must be completed.

Please note a copy of the transfer note must be retained by the customer for two years (i.e. until 31st March 2010). New transfer notes can be downloaded from the link below.

What kind of commercial waste can we not collect?

20 01 33 * Batteries and accumulators included in 16 06 01, 16 06 02 or 16 06 03 and unsorted batteries and accumulators containing these  

* Hazardous waste regardless of any threshold concentrations.

Alternative arrangements will need to be made for the removal of any of the above items or substances by calling the Environment Agency on 08708 506506.
